TEMPO. CO, Jakarta – Asep Suwanda, a resident of Kampung Susun Bayam (KSB) said there has been no agreement between the prospective occupants of KSB and PT Jakarta Propertindo (Jakpro) regarding when residents can occupy the flat.

“There is no agreement yet, until last night there was no agreement, it will be continued (discussion) at the meeting tomorrow (Friday),” Asep said. TempoThursday, November 24, 2022.

According to Asep, yesterday’s meeting only discussed the nominal rental costs and the quality of the construction of the flats. However, the decision on the rental fee has not yet been mutually agreed upon.

“Not yet, last night with Jakpro there was also no agreement regarding the rent. However, if later the price is too high, maybe we will negotiate again,” he said.

Even so, the residents hoped that they would soon occupy the flats with cheap rents. This is because the income of Kampung Bayam residents is relatively low.

“Residents want it to be as cheap as possible because the residents’ income is very low, right? wantit’s as cheap as possible. Yes, at most under Rp. 500 thousand or more or less a maximum of Rp. 300 thousand,” explained Asep.

Asep said the Provincial Government promised to provide flats for residents affected by the construction of the Jakarta International Stadium (JIS) at a low price. However, so far this promise has not been fulfilled.

“Nothing has been realized (the promise) to this day, in fact we have waited a long time from when construction started until now the building has been inaugurated and is ready for habitation,” he said.

House project for residents affected by the JIS project

PT Jakarta Propertindo (Jakpro) VP Corporate Secretary, Syachrial Syarif, targets that Kampung Susun Bayam (KSB), Tanjung Priok, North Jakarta can be occupied by residents affected by the Jakarta International Stadium (JIS) project in March 2023.

“The stages of coordination that need to be passed are quite long, so we hope residents can live in Kampung Susun Bayam on March 1, 2023,” said Syachrial Syarif, Monday, November 21, 2022.

During this transitional period, said Syachrial, Jakpro will implement internal policies to bridge residents so they can live in Kampung Susun Bayam. However, on the other hand, this policy must not violate internal rules as a Regional Owned Enterprise (BUMD) and applicable laws and regulations.

“To mediate the demands of prospective occupants, Jakpro will facilitate and make internal policies for the transitional period of handing over to the Provincial Government. This policy needs shareholder approval, this is what we are currently consulting and coordinating,” he said.

Hundreds of Families Adrift

As many as 123 families still have to fight for a place in Kampung Susun Bayam because they have not yet received the keys to a residential unit from PT Jakarta Propertindo (Jakpro).

“For now, a meeting has just been held at the kelurahan regarding key issues and others. Earlier, the discussion was not final, it was still tough regarding handing over keys, nominal issues, and other things,” said Asep Suwanda, a resident of Kampung Susun Bayam, when contacted by Tempo, Wednesday evening, November 23, 2022.

During the meeting, said Asep, the residents had not yet received a date for the unit keys and the amount of the rental price. As a result, residents are still in limbo. “There is no certainty about the nominal rent in Kampung Susun Bayam, there is no certainty about the handover of the keys,” he said.

Asep claims there are no obstacles for residents to enter and occupy Kampung Susun Bayam because the whole process is clear. “For prospective occupants there are residents who have been verified and have been registered, including a unit number. So, there really isn’t a problem. There are no technical problems,” said Asep.

Asep suspected that the reason why Jakpro had not provided the keys and set the rental price was non-technical. “That’s non-technical, maybe there are things from Jakpro to DKI Pemprov or something like that, that’s why it’s still being discussed,” he said.

Kampung Susun Bayam Was Inaugurated Since October

Former DKI Jakarta Governor Anies Baswedan inaugurated Kampung Susun Bayam on 12 October 2022. The DKI government through PT Jakpro rebuilt Kampung Susun Bayam for housing for JIS workers, some of whom were victims of the JIS project’s evicts.

Jakpro needs the land where Kampung Bayam is located as a location for placing heavy equipment when JIS construction is underway. For this reason, the construction of new flats began after JIS was completed.

The DKI BUMD is building three towers with four floors with a total of 138 units. This housing was given to 705 JIS workers who are residents of Kampung Bayam. The work will take place from 7 May to 27 September 2022.

Anies Baswedan stated that the management of Kampung Susun Bayam would be the same as other rental flats. All residents of flats, including residents who live in Kampung Susun Bayam, are subject to rental rates. “In principle, the management will be the same as other flats,” said Anies at Kampung Susun Bayam, Jakarta, Tuesday, October 12, 2022.
